Larry and Cindy, this is a great letter, succinct and direct. I suggest adding a strong title to accompany the letter. Otherwise, the D-P will create its own (they might anyway and ignore yours but it is worth a try).
Maybe something like "Monongalia children at great health risk from dirty air" or something similar
