the fake “Women’s Bill of Rights.” HB 5243 does nothing to protect or
enhance the rights of women, but would discriminate against transgender
people.

*Tell committee members to protect the rights of West Virginians by passing
SB 495 & SB 744, and rejecting HB 5243.* *Time is of the essence*. The
legislative session is more than halfway finished and bills we want to see

*Important note:* Senate Judiciary Chair Charles Trump is the lead sponsor
of SB 495 and SB 744. Senators Mike Caputo and Mike Woelfel are co-sponsors

Yesterday, parents and child care providers from across the state traveled
to the State Capitol for Child Care Day at the Legislature. We are asking
for lawmakers to vote yes on HB4797 and help solve the child care crisis in
West Virginia.
*Unaffordable for Families*
Right now, the cost of child care is out of reach for many of our state’s
families as they are spending more on childcare than the cost of in-state
tuition at Marshall University or West Virginia University. As a result,
one parent often makes the difficult choice to set aside their career and
care for their children, straining household finances.
*Hard to Access*
Even if a family can afford child care, much of our state is a child care
desert. Many corners of the state have no child care providers, while
others have limited availability and long waiting lists. Statewide, nearly
26,000 West Virginian children are unable to access child care.

*Providers Cannot Make Ends Meet*
Right now, child care centers are paid for families who receive child care
assistance based on attendance - i.e. only when and if a child shows up for
care. This can make for an unstable budget. Meaning it could hurt their
business. And if it happens enough, they can be forced to close. And that’s
exactly what’s happening.
TODAY the House Health and Human Resources Committee will consider HB 4797
that changes reimbursement from attendance to enrollment basis.
*Tell your legislators that WV families need child care. Tell them to Vote
YES on HB 4797.*

election. RCV is used successfully in a number of other states and
localities. A prohibition runs counter to the position taken by LWVWV in
2021:

LWVWV supports legislation that assures that the candidate preferred by the
majority of voters will be the winner of the election. The League supports
Ranked Choice Voting (RCV), initially to elect West Virginia Supreme Court
Justices, with consideration to expand RCV for future elections.

The WV Legislature passed a near-total abortion ban in 2022. Now they want
to make it worse!
SB 352 requires health professionals to deceive their patients by sharing
medically inaccurate claims and pushing discredited protocols that could
harm patients. This bill is on first reading on the Senate floor. It would:
- Creates special requirements for consent for abortion that do not
improve counseling or even provide accurate information
- Requires providers to lie to patients and push possibly harmful claims
about medication abortion.
- Push the deceptive and incendiary idea of “born alive” to try to make
people support obstacles to abortion – and to perpetuate lies about how
abortion is provided.

which is ostensibly to address elementary behavior intervention and safety,
as determined K-6 teachers. *
Behavioral interventions require funding and expertise that many WV school
districts do not have. There is nothing in the bill about ongoing
behavioral therapy or how to pay for it. Students would be removed from
classrooms and, possibly, their schools, losing equal access to education.
Evidence shows that such interventions often target our most vulnerable
children — children of color, children from families navigating poverty,
children who have experienced trauma. They deserve better.
This bill is on third reading in the Senate, which is the final step before
passage.
