News and Updates from LWVUS
- *Unacceptable, and Dangerous: LWV’s Response to the Arrest of
Milwaukee County Circuit Judge Hannah Dugan*
On April 25, 2025, federal agents arrested Milwaukee County Circuit Judge
Hannah Dugan
<https://www.reuters.com/world/us/fbi-director-says-arrested-judge-obstructi…>
at her courthouse for allegedly obstructing the unlawful arrest of Eduardo
Flores-Ruiz. In response, the League of Women Voters CEO Celina
Stewart released
the following statement
<https://www.lwv.org/newsroom/press-releases/terrifying-unacceptable-and-dan…>
:
“Make no mistake: the targeting of Judge Dugan is terrifying, unacceptable,
and dangerous. Federal agents arresting a sitting state court judge
undermines the sanctity of the judiciary and threatens us all.
"Amid an alarming intensification of the targeting of noncitizens by this
administration, this act is a clear attempt to silence and intimidate
anyone who stands up for the rights of noncitizens. Today's action creates
a chilling ripple effect that erodes faith in institutions meant to protect
and serve us all.
"In this incredibly divisive and dangerous moment, it is up to all of us —
no matter our political leaning — to fight for our neighbors, our
communities, and the vision of the country we want to live in.”

to
defend our democracy. League members are encouraged to join LWVUS on April
30th in Washington, DC — on the 100th day of the second Trump
Administration — to meet with our members of Congress and urge them to
honor their oath of office to “support and defend the Constitution.” There
will also be virtual and local opportunities for those who are not able to
travel.
LWVUS will host a virtual briefing on April 24th at 4pm ET, where they will
share tips for setting up and conducting Hill meetings and answer any
questions. Please register here

- *LWV Declares United States in a “Constitutional Crisis,” Announces
New Initiative to Mobilize Voters*
On April 17, 2025, Celina Stewart, CEO of the League of Women Voters,
and Dianna
Wynn, president of the League of Women Voters, released the following
statement
<https://www.lwv.org/newsroom/press-releases/lwv-declares-united-states-cons…>
:
“It has now been 87 days since the start of the Trump administration. From
the flagrant disregard for congressional authority and governmental checks
and balances to defying Supreme Court orders to bring Kilmar Abrego Garcia
back home, one thing is abundantly clear: *our country is in a
constitutional crisis.*
"We the people must fight back. That is why the League of Women Voters is
launching a powerful new initiative, Unite and Rise 8.5.
"Unite and Rise 8.5 will engage and mobilize 8.5 million voters between now
and November 2026 to protect and preserve our democratic institutions.
"The foundational principles that have sustained our democracy — checks and
balances, the rule of law, free and fair elections — are under direct and
sustained threat. In this extraordinary moment, we cannot proceed with
business as usual. All Americans — no matter who you voted for in 2024 —
need to come together, stand united, and fight back to save our democracy.
We cannot afford to fail the generations to come.”
Unite and Rise 8.5 will launch on May 1, 2025.

OPPOSE HB 3016, another voter suppression and discrimination bill.
On the MARCH 4, 10:00 am ET agenda of Legal Services, a subcommittee of
House Judiciary (legal.services(a)wvhouse.gov and judiciary(a)wvhouse.gov)
🛑HB 3016 eliminates from WV’s long list of voter ID options all the IDs
without photographs.
🛑HB 3016 requires non-citizen status to be identified on state-sanctioned
photo IDs issued for purposes other than voting. Historically, badges such
as the ones described in this bill have been used to segregate an unfavored
group from the rest of the population and reinforce their inferior status.
Under new House rules
<https://blog.wvlegislature.gov/house-floor-session/2025/02/12/23370/>,
each bill is considered over two days in each of its committees or
subcommittees. For House bills you can now submit comments directly from
the bill history page by clicking the grey box that says “Add a Public
Comment on This Bill.”
BILL:
https://www.wvlegislature.gov/Bill_Status/bills_history.cfm?INPUT=3016&year…
Senate contacts: https://wvecouncil.org/wv-legislature/senate/
SB 299 will be up for a vote by the full Senate later this week along with
SB 154.
🛑 SB 299 denies access to necessary gender-affirming healthcare. (On first
reading March 4)
🛑 SB 154 prohibits instruction about sexual orientation or gender identity
in public schools, and it requires notification of parent/guardian if a
student requests an accommodation related to gender identity. This puts a
child’s safety at risk. (On second reading March 4)
…
House contacts: https://wvecouncil.org/wv-legislature/house/
SB 460 hasn't come up for Mark Up & Passage in House Health (
health(a)wvhouse.gov) yet, but it could be back on the agenda at any time,
possibly this week.
🛑 SB 460 will relax WV’s first-in-the-Nation childhood vaccination
standards. At least one child has died from a current and growing measles
outbreak in Texas, which has lax vaccination standards.
🛑 HB 2400 prohibits distribution of absentee ballot applications—public
documents. The bill is parked on the inactive calendar because its
provisions have been amended into HB 2117 parked on the inactive calendar.
🛑 HB 2117 changes date for mail-in ballots to be received by clerk, and
after being amended in committee, prohibits distribution of absentee ballot
applications. HB 2117 is on first reading March 4.
…
Legal Services, a subcommittee of House Judiciary (
legal.services(a)wvhouse.gov and judiciary(a)wvhouse.gov), is advancing:
🛑 HB 2382, a statewide camping ban, which will criminalize homelessness
under the guise of protecting public health. A similar ordinance is on the
ballot for repeal in Morgantown’s city election in April as a result of a
citizen petition.
House Education (education(a)wvhouse.gov) has on its March 3 agenda:
🛑 HB 2187, to permit teachers in elementary and secondary schools to carry
concealed firearms, stun guns, and tasers.
Under House rules, each bill is considered in committee over two days. This
is day one for HB 2187.
During the 2024 LWVUS Convention, delegates voted to conduct a one-year
study on the Federal Judiciary to arrive at a Position. This effort is
ongoing and the process will yield a new position by June 2025.
On *Saturday, March 15 at 10 AM* *ET*, the LWVWV will host a virtual
consensus meeting to discuss issues related to the Federal Judiciary. These
consensus meetings are opportunities for all League members to exchange
ideas and opinions as part of the decision making process. Every state and
local League hosting a consensus meeting will answer the same set of
consensus questions. Answers will be used by the Federal Judiciary Study
Committee to write the new LWVUS position.
