Below is a link to a very readable (i.e. mostly cartoons/pictures) report on the resurgence of coal-fired power generation in the US. It includes simple maps and tables. Illinois has 13 plants on the drawing board, and Kentucky has 8.

WV has 4 (including Longview), and PA has 7 (plus one that has been cancelled).

The Department of Energy's National Energy Technology Laboratory (NETL) tracks new/planned plants and is supposed to update this link every few months.
