This listing does not include the GenPower facility in McDowell County or Gov. Manchin's "Coal Conversion" plants announced last month. The McDowell County facility is contingent on AEP completing a transmission line which is apparently now under construction, so McDowell may come alive next year. It also lists the AEP IGCC facility as being in either WV or Ohio, but my understanding is that is currently committed to Ohio (although AEP has hinted at building a second facility in WV).
On the other hand, they now list the Longview plant as operational in 2010. The earliest version of this listing I saw in 2003 suggested Longview would be operational by 2007, so my congratulations to you all for the three years of victory we have so far experienced.

Below is a link to a very readable (i.e. mostly cartoons/pictures) report on the resurgence of coal-fired power generation in the US. It includes simple maps and tables. Illinois has 13 plants on the drawing board, and Kentucky has 8.
WV has 4 (including Longview), and PA has 7 (plus one that has been cancelled).
The Department of Energy's National Energy Technology Laboratory (NETL) tracks new/planned plants and is supposed to update this link every few months.
